He's from a 3 chapter mini-series called Gunmania from the creator of Hellsing. Follows the escapades of the demented Bando as he picks off one target after another whilst simultaneously confusing the hell out of onlookers with his unhinged mental disposition!

I wish Hirano would make a decent story centered around this character. So far, he's been in two. One's only three chapters long and isn't really a story, and the other one isn't even finished.
